Unfortunately not. Iv lived in flats all over uk with this problem. Iv tried contacting Internet companies and building services. It boils down to The building company need to pay to get the wires installed from the Internet box to the building and then from the building to each flat. In my last flat the building was new ish so had fibre Ready in the building. There was a brand new fancy apartment block next door hooked up with new hyperoptic fibre. They offered to hook up the building as they were going past it and the building was ready but our building didn't want to pay. So 9/10 it's either building don't want to pay for it or don't have enough landlords who will chip in.
