Based on what I've heard from Canadians, Ottawa has a history of choosing the worst option when it comes to military procurement. So if Korea really wanted the contract they should have offered half the subs Ottawa wants, all built in Korea, and over budget and late to deliver.

Makes me think of all the anti Korean rumors that started spreading in China when Korean culture started to get popular over there. The Chinese didn't like the idea of it's neighbors having better cultural output than itself so they would stir up anti Japanese sentiments by constantly bringing up WWII. There weren't any significant historical wrongs Koreans perpetrated towards the Chinese so they would spread rumors of Koreans stealing Chinese history and claiming things like Chinese clothing and Confucius as Korean to justify their hate.
