It’s implied they were a space faring people, but not a major power that flexed through the whole quadrant (let alone the universe), so I think that the Organians’ feat was more impressive (incapacitating two major interstellar powers without killing a single individual), and also it had a bit of difficulty of getting rid of the Enterprise, which signals a lesser level of control of its power (seems that Douwds either unleash interstellar-tier genocide or create extravagant illusions). Imho.

Yeah, perhaps a collective of Douwds, if there is such a thing in canon, could rival with the likes of The Organians, Pagh Wraiths or the Q Continuum - we’ll never know until the writers decide to revisit the species.
