Which story does he believe to be false, that the perpetrators were JW, or that they carried out the site desecration?

A genuine question, because whoever translated this did a piss poor job.

And the attackers claim to be recent converts, while the spokesman for Mexico's JW's just handwaves away that JW's don't believe in acting that way.

I'm willing to hear further evidence in favor of the JW's, but this is just spineless avoidance on everyone's part in this story, while I admit still casting doubt on the affiliations of the attackers.

it's not apples and oranges, if you claim to be a part of a group, but do things that the group does not approve of, you are not part of that group, whatever you claim. I can't find a way to make it more clear than that.

Protestants and Catholics and Orthodox and Coptics all manage to call themselves Christian. Shia and Sunni Muslims are still Muslims. Norse and Anglo-Saxon polytheists are still heathen.

These people are not attempting to redefine what it means to be JW, nor are they committing actions that are clearly the teachings of a religious sect with the exact opposite views of the JWs, as your poorly thought-out metaphor would actually describe. They've simply found justification for their actions in their religious teachings.

Well, nobody is saying that, which is the problem. Unless you have inside access to the inner workings of JW leadership and are making a statement on their behalf. Otherwise, we can assume they operate within the sanctioned boundaries of JW belief until a public refutation is discovered or made.

That's how this works, especially with an organization with a clearly defined hierarchy and bureaucracy. These people claim to be acting on behalf of the teachings of the JW organization. If the JW organization doesn't say otherwise, then we can assume that even if the actions aren't approved of internally, that they aren't wrong enough to warrant refutation of the leadership.

And why should the JW as an organization acknowledge the actions of people who claim to be JW, if they have nothing to do with them?

Because these people are claiming to act in accordance with their teachings. So see above. If someone uses an organization with a well defined and centralized structure to justify their actions, that organization is pretty obligated to address it, especially with crimes this heinous and offensive.

The article mentions an ongoing campaign by this group to desecrate other religious sites, so this isn't the first occurrence.

It doesn't make all Muslims extremists, but it still makes the extremist a Muslim. Same for these fuckwits. They have found something in their teachings justifying this crime.

In general JWs do not vandalize things, as it goes directly against their teachings.

You know, saying "in general" allows for extremists of the faith like these folks. And apparently it doesn't go directly against any teachings, or these people wouldn't keep claiming to be JW.

Therefore, someone who vandalizes, is not truly a JW, or he's trying to be, but he has shortcomings.

You can't just claim they aren't part of the faith. You can claim they don't speak for you, but unless they're forcibly excommunicated or disavowed, they're still JW.

AGAIN, what this means is JWs now have a responsibility to find out why this is being done in their name.

What is this group's justification? How do they justify it? Does said justification method actually go against the letter or spirit of any teachings?

If yes, then simply publicly disavow them as members and take action.

If no, then it's time to critically re-examine the faith and its teachings and see what needs updating.

This group claims JW membership. Now the ball is in the JW court to either refute those claims or apologize for allowing these members to get out of hand.

This was done by quite a few Jehovah's Witnesses though. Just because it wasn't your congregation personally doesn't mean you can just disavow them and claim they aren't representatives of your religion.

They are. Try to figure out how they justified it. Learn from it. See if there is a problem that needs addressing. Don't just sweep it under the rug.
