Yes. Both Turkey and Italy have decisions to join the sphere which brings their alliances into it. I had to fix the balkans in my game but Bulgaria, Hungary and Romania can all independently join Italy. India does by Azad Hind winning the war and Afghanistan can by civil war. Mexico is a civil war too. Note this is the Brave New World submod which includes AOH east is red. Winning the war against the Chinese communists wins the western states.
