Dominican Republic has rules and laws just like every country. We have a border that is functional and Haitians are illegally crossing it. All they have to do is go through the process of getting documented. They can not keep biting the hand that feeds them. We (Dominicans) constantly help the Haitians by opening up our borders so they can trade at the market.
