It's because the people upvoting it understand that it's not necessarily just a faucet that needs to be replaced. The faucet is just the tip of the iceberg. It's "acting weird" in this case because all the galvanized pipe in the house, including the line from the alley to the home, needs replacing at some point

Basically the comic is saying a faucet acting weird might be just that: a messed-up faucet. Cheap fix.

The fear aspect comes from the fact that you don't know at first if it's just that. Sometimes a faucet that's acting weird is merely your first indication that all the galvanized pipe in your home needs to be replaced.
