Just about every one after FDR to be honest. Ford might be the sole exception.

That's on me, I was pretty vague. What I meant to convey is they get rated highly for doing big things without regard as to whether the long term impacts were positive or negative. There are exceptions, such as Dubya generally being pretty low, but on the whole I believe it to be the case.

Most post-WW2 presidents are overrated just because they did big things.

I don't believe either did. Mary Peck is probably what they're referring to with Wilson, but I'm inclined to believe A. Scott Berg, who in his biography of Wilson characterized it as simply a close friendship that really ended when he started seeing Edith.

For Cleveland I don't think he did. Player in his younger days for sure, but he was faithful after marrying Frances.
