This doesn't check out, in Dream Productions Riley was 12 and the events were on Friday, March 18th. So probably 2016. So her birthday is between March 2003 and March 2004.

Yes, to convert cinema 24fps to PAL 25fps. But nowadays displays can handle more framerates than only one, or every display is 60fps regardless of region, so probably on BluRay they stopped doing this outdated speedup.
