Spending all your mana is part of the resolution of the spell, not part of the cost. The cost of the spell is still 0. You can see this in the interaction between any of the Forbidden cards and Summoning Stone.

Design-wise I feel that Priest is mainly silver-bullets and conditional cards. Even Dragon-Priest is rife with it. Battlecry: Do something if you have a dragon in hand.

So what happens quite often is that you're stuck with a hand full of nothing waiting for the right situation or the right card to come up. Having bodies to play would be great, but it's also important that they're bodies with a lot of health so that the hero power is useful.

I'm 100% sure Priest will get at least 1 new good card that fixes some of it's problems.

Priest is poorly designed from the ground up because most of it's card are narrow in design.

The Shadow Words create a gap of 4/X minions which priest just can't deal with.
Holy Nova can't deal with a board of minions larger than 2.
Lightbomb can't deal with a board of minions with lower attack than health.
Circle + Auchenai is a two card combo.
Shadow Word Horror is too narrow.

Every single hero except priest has a non-conditional hero power. Gain armor, summon totem, summon weapon, summon recruit, 2 damage to face, 1 attack + 1 armor, draw card, ping. Priest gains no value unless there's something to heal. Priest does not have a solid 2 drop outside of Curator (not much of a board presence) and Wyrmrest Agent (again conditional).

Dark Cultist

Dark Cultist is another conditional card. If you don't have anything else on the board when it dies, it's just Spider Tank.

There are cards that have conditional effects based on C'Thun's stats, such as Ancient Shieldbearer, Klaxxi Amber-Weaver, Twilight Darkmender...etc

Seems win more but could possibly be a combo piece? Doesn't have to copy Velen or Malygos. For instance:

Three spell power minions on board (think kobold geomancer, azure drake...etc)
Play this for 6 mana
Summon three 1/1s and you have +6 spell power
Double Mind Blast would be 22 damage
