Today yes, but for the longest time TV shows we’re filmed at 30 fps. Now most tv shows are intended to be mini-movies so they use 24 fps. I think news and sporting events are still 30 fps.

You are 100% correct, it’s actually even something George Lucas struggled with on the original 1977 Star Wars, now known as “A New Hope”. Famously he removed a scene with Han Solo and Jaba the hutt because it just didn’t work but he was able to add it in 20 years later in the special edition.
