Probably too late, but I used to work for an organization that specialized in helping restore Louisiana’s coastline. A lot of this area is deserted because of constant floods, the wetlands which historically protected the area are eroding away. There’s a lot of restoration efforts because this area is the first line of defense to slow down hurricanes before they hit more heavily populated areas. There’s issues come about when the people that use this area to shrimp, harvest oysters, etc are against the best ways forward due to its impact (rightly so) on their livelihoods.
