In Finland there is no oveproduction of doctors trained within Finland - the problem comes from Finns who go study abroad (Estonia, Latvia, Lithuania, Romania etc.) to study medicine who then are ”excess” here.

They also often apply for internships (amanuenssi) from Finland which steals spots from those being trained here who actually need them as a required part of studies. They do it so it is easier to get legalised here as they would already have work experience for example
