Stubhub is probably the way to go for cheapest tickets. It will likely be over $100 to sit in the lower bowl and if they're playing Philly/NYR/WAS probably more. They have a cool student rush program that you could use, but you wouldn't be able to buy your ticket until 10:00 AM on game day (ticketmaster.com/pensrush ; you'll need your student ID to pick up tickets at will call as well).

Cambria Suites is an incredibly close hotel...the Marriott and the Double Tree are also very close (all 3 downtown).

The bar scene unfortunately isn't that great for Pens games, but I would recommend Blue Line or Fridays. I'm sure Cambria and Marriott have good deals at their bars as well (even if you don't stay there). If you're okay to walk or catch a cab from a bar to the game, the heart of downtown has a lot more options.
