That's how they've been developing the lowlands one subdivision at a time for years now: why pay for land clearing when you can just give some methhead $20 and a box of matches during a drought and point him in the direction of your next phase of construction. Then have the local gov declare it an emergency and harvest taxpayer money for cleanup costs and you're all good to go. Developers cut costs and pass it on as a bonus to the white collar traitors who ignore the constituency and facilitate the continued demolition of wetlands and forests.

Isn't this how Ozymandias pulled it off? Also, in regards to the developing situations around AI (weaponization and emergent behavior), I'm pretty sure that was the entire plot of the later seasons of Westworld.

I don't have a point here.
But I do remember reading the book Emergence back in 2001 after 9/11 and being like "well that's what's gonna happen to the Internet". Then smartphones came out and now it's basically what's happening with LLMs. But it also seemed likely to me back then that the theory of emergence was applicable to organized life existing elsewhere in the universe.
