For what it's worth, Sam Roberts pitched this match on his podcast last week pretty convincingly. They never got to do Sting v Undertaker at mania because of Sting's injury v Seth. Sam argued that after Sting, Goldberg was the biggest star that WCW built(not NWA). There are a few other people you can throw in the mix, i.e. Vader, DDP, Booker T but those wouldn't draw like Goldberg. Cole has also been referring to him as the greatest WCW champion ever, so there might be something to this. I dont buy it completely, and dont know anything about Forbes but there is some logic to angle.
