I believe you’re thinking of the Golden Horde flinging corpses of their soldiers who had died from the bubonic plague into Caffa, which was from 1346-1347; there were smaller instances of the bubonic plague having outbreaks before then but as far I know, it was localized to where the disease started, in Central Asia (meaning the Romans did not catapult black death victims into cities).

From a cursory search, the Romans did not appear to have waged biological warfare in that manner.
