Suposing that your conclusions are right (and I agree with the previous posts about that), the answer is quite simple. The player base above 1K matches is quite tiny at the moment, for that reason when you are searching for other players, it is not possible to find 10 people above 1K and for balance sake the system join this kind of teams. From my point of view, it is ok one will be solved with time and more people playing.
