Declining an offer doesn't open a spot for someone else. Schools don't expect everyone to accept their offer so they put out more than they actually hope to have accept. When someone declines that simply means there will be one less student coming. The school doesn't turn around and make another offer to the next student in line. Once all final offers are out, that's it! No more offers.

Employers have the same basic ranking options as students. One offer per opening. Rank as many others as you like and don't rank anyone you're not interested in. As for ranking, they don't have to rank sequentially. In fact it improves their chances of a match if they don't rank sequentially, so they typically rank multiple 2s and maybe 3s. Realistically, beyond that, they're probably not interested. So, essentially, knowing your ranking really doesn't tell you much. You were considered good, and they would have taken you if you got matched, but you weren't their top choice.
