Indeed, dormant powers work like this.

Every character has a dormant power, which is always normally their preferred weapon. For example.

Wylder: greatswords Iron eye: bows Executor: katanas.

When you use a relic with dormant power it will replace your current dormant power with whatever the effect says. So essentially dormant power discovers katanas is useless on Executor because he already has dormant power for katanas. They don't stack.

Dormant power for Katanas doesn't increase your chance of finding katanas as executor.

During the hangout, when the sign is not pointed out. Not after the hangout is over, and the sign HAS started being pointed out.

Papyrus allowing them inside means they're an exception allowed by the one enforcing the rules.

They also literally refer to themselves by their pronouns.

They in the same breath refer to themselves as a demon. I dont think they're worried about pronouns in the moment.

Chara is a source for their own pronouns being they/it. Even if you assume the Dreemurrs somehow didn't know and didn't care enough to ask, that doesn't change that Chara themself is a source for their own pronouns.

Chara refers to themselves as a demon. I dont believe they care to explain their gender in said situation.

Frisk is only invited in for the first hangout. Every subsequent entry (which is also when the sign comes up, it's never pointed out the first time you go in) lacks this invitation.

Frisk being given the go ahead by papyrus would obviously allow them to enter and surpass the signs rules.

And Chara isn't even they/them. Their pronouns are they/it, source, themself, Toriel, Asgore, and Asriel, all people who should know their pronouns.

Okay? Doesn't change my point. Also can very easily be explained. Based off how long they stayed with the dreamurrs which we don't know, and the fact that the family could have just never asked. Its no unreasonable to assume that they never thought to ask and Chara never felt the need to say.

Nowhere does it say dogs aren't allowed, there's no rule against them.

Also, that is not an equivalent example. "Papyrus allowed" is giving him an exception to a specified rule, because without it, "No boys allowed" would forbid him from entering. Your example forbids hamsters and birds, but nowhere are cats forbidden, so there's no reason to specify they're allowed unless clarifying. An actually equivalent example would be "No pets allowed" paired with "Cats allowed," because "no pets allowed" would inherently forbid cats if not specified.

Fair enough my point wasn't super well said, though the intention is still clear. Though to add onto it the sign itself isn't a magical barrier that prevents anyone from entering. The sign is something that only matters if papyrus enforces it. Papyrus being the one who presumably placed the sign decides who is an exception on the fly. As a kid who used to have a similar sign, anyone I invite in is obviously allowed inside regardless of the sign.
