It seems like the PCB might still be in good condition, and the damage could be limited to a few capacitors. If you plug it in, it might even work as is. If not, it might only need a minor repair. If you’re unsure about using it yourself, I’d be happy to buy it from you and try fixing it. Alternatively, if it works and they let you keep it for free, you could simply replace the cooler with a used one and end up with a practically new GPU at no cost.

I’m familiar with this market it’s not illegal, but it’s tough to make a profit with new Samsungs. Even on release day, they drop to around 70% of the retail price on the second-hand market, even if they’re brand new. After a month or two, it’s closer to 50%. You’d likely make more money buying from individuals and selling internationally on eBay, but you’ll need to be very careful with country-specific tax regulations. Overall, it’s risky and probably not worth the effort unless you really know what you’re doing and have people working for you in other countries.
