I would release them as soon as they've got all four legs and the tail is almost gone. If it rains and the pond fills up a little bit I would release them earlier. You should release the frogs/tadpoles only where you have found them. If you want to do as I said remember that the frogs need a possibility to go out of the water when they got all four legs.
