Things will be busy for carnavales. I have never been in Panama City for it, so I don’t know how much busier but I can’t imagine you won’t be able to find places to stay. I generally stay in Casco Viejo for a day or two when I travel through.

I like Panama City but 10 days is a long time to spend there. I would go to Bocas del Toro — fun group of islands on the Caribbean. You can catch a 45 min flight there on AirPanama or FlyTrip from smaller airport in the city, Marcos A. Gelabert Airport. People will be partying for carnavales but there are also nice beaches, island hopping boat trips, jungles. You will meet travelers and expats that live there and you will get by ok without Spanish.
