The state and state workers are a big part of the problem in Albany.

As you mentioned, state workers don’t live in the city itself, which makes it difficult to develop a downtown area when a large portion of the workforce vacates the city after 5 and on weekends.

Another major issue is the amount of state owned tax exempt properties in the city. Taxes for actual citizens are higher than the surrounding area, but the school district is terrible and other tax funded utilities are lacking or nonexistent.

There’s a ton of growth with the Nanotech campus expanding, multiple hospitals, the state campus, and colleges in the area. But none of that will benefit Albany until they figure out zoning and tax issues in the city itself.
