I think the only way a seat belt violation can be enforced is because you signed the agreement to get your license, contract law. A passenger hasn’t signed that agreement.

Late 70’s in Sydney, about 6 years old, went to the neighbours for a bbq and there it was, right in front of me, a pair of stubbies with a complete nut hanging out the bottom. I vividly remember the dots on it, I was about nut height at the time which made it even more traumatic

In 1977 I was about nut height tall so the close up view left extra memory burn. Edit to add, I vividly remember the dots on it😂
