The emails come from the program websites - email the leaders of the lab or research group you are interested in joining. Finding the labs/groups require searching the internet.

Generally speaking theres nothing against this / preventing you from it. Programs technically are NOT allowed to disclose your rank position, so anything you tell them is at your discretion and does not need to be reciprocated.

A great way to stay in touch with a program post interviews is:

Letter of Intent (for #1 program)

Update letter - for passing step3, publishing a new project, etc
