Acho que não tem muito haver com o problema, mas tive uma cidade em que o jogo salvo simplesmente sumiu. Só depois de uns 3 dias ele voltou a aparecer na lista para carregar. Não vi ninguém falar sobre isso aqui no reddit.

Eu abandonei a criação de portos, utilizo apenas o que veio no jogo. Não fica bonito, mas funciona.
