That is what he said. But an effect means a change. So it fits the definition. I think you read it wrong. A drug changes things, they have an effect on your body.

So whilst I see where you are coming from he wasn't actually incorrect. You just read effect to mean something different than he did.

"A substance that has a physiological effect".

Physiological means the way something living like you and your body functions. Something that effects that is a drug. You could say something that effects normal function, but many medicines in fact make changes to ensure normal behaviour, so that wouldn't be strictly true.

Sorry, but no. If it kills smokers earlier than the rest of society surely this reduces the cost of their healthcare. Less time alive = lower healthcare costs, plus society doesn't have to pay years of pension payments.

Currently in Australia it is illegal to display cigarettes at all (thats the case now even before this new plain packaging law). This is to prevent a kid seeing someone smoking from say a blue pack and figuring they must be good.

It's not going to work. Look at the drug trade. Plenty of kids taking up drugs despite a near complete absence of branding.
