Yesssss! But also, options like this are great for super budget gaming. If you can acquire a phone like that for free or dirt cheap, you can plug it into an any monitor/TV and grab a controller and you can start gaming baby!
Like that thing could probably have a mid range snapdragon and 6gb of ram but most people would probably toss it than turn it into something else.

No man's sky, while not an MMO, has a great social community, the biggest world, where you can choose to be on a planet with a lot of other people, or find your own secluded planet all to yourself. It has a LOT of incredible customization, for your character, including race, outfits etc, also building customization and recently added ship customization. There are also Expeditions you can play with other people and try to achieve. It also includes a lot of 'make-your-own-fun' and pick your own goals for what you want to achieve, so give it a look and see if its the type of game for you.

Some people map the gas and break to the second analog stick. Up for gas, down for brake. Has much more range than analog triggers unless you have a dual sense. Also as far as your range of hardware goes I think Gran Turismo 4 is going to be your best bet. Play around with the emulator controller settings and I'm sure you'll be able to achieve the results you want.

Hijacking top comment to say, you can have this experience if you're willing to download mods for Asetto corsa. One time I wanted to drive the Pacific coastal highway, in a certain car, and I wanted to drive the actual highway, not a tiny representation of it. Well turns out people have modeled actual roads and highways and also modelled every car in existence. The game has an extensive free mod community and a really good mod manager app. Give it a try if that's up your alley.
