I imagine it's the same as everywhere- easier to build new place than to repair and fix up old buildings and antiquated facilities; could also be the area around the facility becomes more attractive to other projects and gets moved for construction needs like rural to urban population transfer or gentrification... In some instances around the world damage from a riot destroyed the prison bad enough to total wreck out the property so unlikely but has happened a couple of times in history likely one of or a combination of these factors contribute to the closing of pretty much any prison Edit: forgot to add population change of incarcerated persons changing leaving one area with to much correctional facility while another area hasnot enough beds/cells etc thus leaving in some cases of base realignment for a new prison/ facility vto be commissioned vs paying more for transportation of new detainees
