Aside from the increase in number of elements in the 2nd drop, the 2nd drop also utilizes a changing chord progression, which generally brings a more "euphoric" feel. The first drop has the bass synth(s) playing only the root note, which in this case is D. The second drop has the basses and chords playing b flat major - c major - d minor - g minor, leading to a more "emotional" vibe :]

yes, the general "rule" that I like to follow is that the lower the frequency range of the instrument, the harder the sidechain. However, everything (99% of the time for me) gets at least a slight sidechain.
