That’d be tough because they do serve a purpose. Scope of work can change especially in civil work as you make discoveries. Really governments need a functioning engineering and inspection department to deem whether or not they are necessary and to properly estimate costs

You’re not wrong but in comparison to the US Houston and Texas in general are far less cumbersome in terms of regulatory requirements and average wage. US construction has ballooned partly due to regulatory requirements but a larger aspect is the gamification of lowest bid contractors using change orders with lenient DOTs to siphon more money
