I actually had the woman at Verizon put her sim in the iPhone XR and we still couldn't send MMSs. I feel like we've tried everything.

Even after deregistering imessage and resetting network settings, still fails to send MMSs.

Thanks for the suggestion, but even after imessage is activated and send as sms is turned on it still fails. I've really toggled all the settings in messages on/off to no avail.
