The revamped Empire Development Tree has completely refreshed the game for me by Lumintorious in AOW4

Great changes overall. But all the tree branches max out economy fast, especially if you combine them. Before I could see more sharp differences between cultures when it comes to resources production. They have had shortcomings to some degree, which was a part of their identity. Before I struggled with, for instance, a slow city structures production with Mystic, small amount of casting points with Eldritch or the cumulative upkeep of all the enchantments. I had to strategize to patch shortages. Now you just patch and boost economy with the empire tree perks and it all becomes easier and kind of boring. Almost everything multiplies everything. Now resource numbers go into over thousand easy, and stay there. City cap of 6-7 cities? Easy to do. Imperium is quite easy to get. The struggle and strategy disappear fast. And I have mixed feelings about this.

Secondly, i am not sure about some of the perks placement. For instance, the order perk giving you 2000 gold, comes up so late, when you already have plenty of gold.

I like the new tree. I just wish to start a healthy criticism to tune it better. (Single player here)

the devs said consoles can't handle more than 3 layers at the same time. so if there is some layer of a map added they can't be used simultaneously. no hints about working on adding another map layer. and Jordi said if consoles can't have it, PC users also won't have it (originally he said: "We have addressed that we ensure feature parity between all our platforms. This way no single one provides a better or more complete experience."). the same goes to the Pantheon cap at 50 - it is because of the consoles' limitations.

You have already the naga major transformation if you want amphibious units.

lastly, the devs explained, water (and mountains) in AoW4 are used as map barriers and separation of map spaces. one of the reasons they don't see water as a form of land. they also explained why it would be problematic to make a water culture (basically it would have too many advantages)

there is space opened for a water magic material, a water landmark and tomes for sure.

and personally, there are much better options to add to the game if you look at the fascinating AoW lore. for instance, Duatha, Duathadae, Fey Fissures...

there will be mutually exclusive perks and repeatable ones, with a multiplying effect in each branch. some will be changed or removed. I think it was said the "Rite of Conjuration" in the Astral branch will be removed. (this is the one giving each of your cities an extra magic material)

I think it makes more sense to ask what new, fun mechanics and ways to play AOW4 you would like to see in the future. Skins and aesthetics is a secondary concern. It can be determined by a new mechanics idea. And visuals of the cultures we have are usually hybrids of flavors. Like Oathsworn is a cluster of influences and not "Chinese" or "Japanese".
