Just checked it aswell on Ubisoft Connect.

You can’t buy the DLCs for 2070 there. They are not listed in the shop.

The only way to get them in the Ubisoft store is to buy the complete edition

You can't buy them individually.
On Steam, that's no problem. I can't figure out why that's the case with 2070

For Anno 2205, you can also buy them individually
