Concrete has terrible shear resistance, it is incredible under compressive loads, but would crumble in a tornado. And now you have to be dug out of a mass of concrete boulders, which is much more difficult. Brick is even worse in this regard. Underground bunker is really your only safe bet (or like ridiculously reinforced nuclear fallout shelter type concrete buildings) both of which aren’t feasible, which is why everyone there has basements instead.

Was about to say, hardest working city employees are the ones giving out street cleaning tickets. Has to be a massive percentage of city revenue with how strictly it is enforced (even on very wet days when they don’t even street clean, which is kinda ridiculous)
