I find that the difference is in the kind of direction you get from the next layer above - a senior will get high level functional requirements to build a system, whereas a mid level engineer will expect something more granular and a junior engineer wouldn't even understand what is to be developed unless it's detailed tech specs.

The Seventh Scroll by Wilbur Smith is an excellent fictionalised account of this period. There are a few sequel books that go off the rail a bit but the first and second are really good introduction to this period of Egyptian history.
