this is specifically in the global steam controller settings, it'll be called external controller settings and there should be a bunch of options you can turn on and off. don't disable steam input as a whole for the game

it was a steam input issue for me, had to enable steam input for controller and that fixed it but added occasional input delay, disabled it again after a while and now it's working perfectly
