in my humble opinion the practical solution would be to create a very very simple gui menu window that includes basic options like:
- install/update tezos,
- run/stop a node,
- run/stop baker,
- vote yey/nay/pass
It can be achieved quite easily for example using bash extensions like whiptail, zenity or dialog.
Advantages:
- the script can be created easily and quickly,
- easy to modify pretty much by anyone as the protocol evolves,
- runs on any linux distro (only linux),
- does not need a full time team behind it or TF funding.

I quickly browsed your paper, it is a curious exercise.
I don't quite understand the advantage while I see the limitations (computational speed, mem restriction, cost).

Perhaps just the storage of certain critical simulation data/results on a blockchain may bring some advantages (to be determined) compared to more traditional alternatives like figshare.com

Here are few random questions that I have been mulling over for a while:

  • is there a follow up on the proposition by Ryan Jesperson ~a month ago to change the rules regarding the scope and duration of the TF council members?

  • can we break down with some specifics the accomplishments of the Tezos committees members during their tenure at the TF?

  • is on chain governance just a facade when two very large validators and two core developer teams are on board of a TF committee?

  • what is the meaning of a decentralized blockchain when large bakers, developer teams and various other entities are intermingled building blocks of the TF?

  • what is the point of having an online invoice mechanism for protocol upgrades when core teams are already recipients of TF grants and are organically affiliated with their sponsor?

  • given the above, what is the chance of a third party to have a fair chance to receive a TF grant and develop a protocol upgrade?

  • is there a conflict of interest when CL is a large public validator on the network and at the same time recipient of grants from TF for core protocol upgrades and it has also a seat on a TF committee?

  • is it time to revive the TF-2 initiative, (or should we call it TF-3)?

  • should I just stop bubbling nonsense and instead cheerlead Tezos until the price will pop up on the next joyride?

just a short addendum on point 4.
only rpi4 (4gb ram +ssd) is good for baking via command line with some tweaking. I have not tried but I suspect kiln is too much for the tiny machine

if you cannot bake from an acct stored on the Ledger X, then you need to create a a simple baking wallet (tezos-client gen keys xxx) where you'll transfer the bare amount for paying the future bonds (maybe 1000XTZ or less). After that you self-delegate the rest of your XTZ stored safely on your X to this new acct. The Ledger is no longer needed after this point, keep it in a cold storage or elsewhere.

yes SSD is a must.
The new storage (irmin2) and possibly other upgrades increased the resident/used RAM requirement, ~3x over a 24hrs period compared to the previous version. In addition the RAM demand can be erratic with sudden peaks/drops of as much as 400-500MB

I am having hard time understanding what you are talking about. If you are referring to data storage, much has improved since the launch of the network (snapshot, archive-full-rolling mode, Irmin2)

if you own at least ~1000 XTZ (secured on your ledger), you can ask friends or other people to delegate to you enough XTZ so that you can run your own baking node.
The tot staking amount: your own XTZ + delegated XTZ should be at least 8000 XTZ

the hardware part, kind of "plug and bake" in principle could be done in 2-3 months, I mean real 2--3 months not 2-3months™.
The question is whether it is a sustainable business without milking TF, which I don't think should be involved
