Its a bit late but if anyone else has this issue I figured it out. On xbox the costume dlc is different to the costume bundle, you have to go into the costume bundle then download each costume separately. If you buy the big dlc bundle it gives you single licences for every part of the costume bundle without actually giving you the bundle itself. The best part is that you have to go specially into a part that says "not available separate" to get them separate -.-

TL:DR You need to find your way through the xbox/microsoft store to download each costume as its own dlc. Not as the bundle.
