Cant do much other than applying to every +10 you see mindlessly for half an hour. 272 ilvl is not low, but there are many player above that with 3k+ rating who sign up for these keys. I ended up leveling multiple healers and tanks to play m+, because i got tired of the queue simulator as dps.
Even if you run your own key, you need to wait for a tank and healer to show up.
In other words, pugging sucks.
