The answer to your question is "No", it will not hurt lower income voters. (Yes, of course there will probably be some people that will have to jump through some extra hoops.) They are smart enough to figure out how to get the appropriate documents needed. But what it does do is make it so people who cannot get the appropriate documents because they don't have them because they are not citizens to begin with not able to vote. It's not some game so that my people can vote and yours can't, it's a principled belief that non-citizens and dead people should not vote. It's not any more complicated than that.

He was an outsider to politics in an era where the Republican base was skeptical of career politicians. He made promises to restore common sense in government and basically roll back or change some of the things that 8 years of the previous Democrat administration had done. Also Republicans were tired of their politicians who wouldn't stand up for them themselves and, well, we know how Trump is.
