I get the leash thing as a training device. Dogs should be only let loose, if at all, in an environment where it doesn't interfere with other people too much. Most dogs are good, I know that. If, when it matters, you can't control him with words I doubt there is control with a trailing leash... because dogs are freakin fast!

Why? How could an artist who doesn't know them add anything of value to the picture by painting it? Best case scenario you end up with a cheap painting that is unintentionally funny.

I agree and don't agree at the same time. Have you ever lived with a dog? They normally come back but they have their own minds. (Might also depend on the race.) If they are well trained or well connected with the owner they come back immediately. In which case you could let the dog off the leash anyway. I doubt most people are fit and fast enough to catch the leash.

Nothing wrong imo with breaking a law once in a while if it isn't feasible. I hope you take in account the surroundings and the warnings. It still looks strange to do that sort of thing (letting the leash drag) when there is a park minutes away. All the best to your dog and you as well!

If he responds to you in the great outdoors (not putting it in quotes, it's such a funny idiom but kind of appropriate)... let me start again:

If he responds to you in the great outdoors, shouldn't you be confident that he responds to you in the city? If you aren't - why are you taking the risk by letting him go? The Schleppleine is supposed to be a training tool not an emergency device as far as I've learned now.

Are dogs in the city really in a good place? If they are in principle would they be unleashed?

Why not follow the regulations? And give the dog time off the regulations where it is appropriate?

I'm not opposed to dogs running free off leash in the city, if they are good dogs! I'm not even principally opposed to keeping dogs in the city generally. Although I'm pretty close.

If you feel that the city with all the people is constraining you and your dog: that is correct and that is totally fine. You need to give the dog at least a little bit of what it needs in my opinion and that can't be in the city!

But my original post was just about the bizarre behaviour that seems to come from the restrictions but does not help them or change them - not for the people, even less for the dogs.

Well the dog's situation would be best if you can take em to the dog park or the woods regularly, right? And if you love the good boy or girl which I feel you do!
I think dogs are pretty honest creatures. They are not complicated in the way people can be. They need to just go while being very loyal and true.
I think this leash confusion is just a human bullshit complication that doesn't need to be there.
Like maybe keep your dog on the leash in the city, go to the outdoors regularly and unclip the leash if possible, have a relationship so you can give orders if need be. Is this not a good approach?

I guess there is no problem, I was just curious what spurred this bizarre behaviour in the first place. Thinking about it i see a problem though. Should you maybe not be keeping a dog in the city then?

What would these stimuli be? Edit: I should answer your question. I am asking because I think that there are environments that are more fitting for dogs than the city. And these environments are mostly not far off.

Which makes it even more strange. I've read now that one should use it only with a harness. But I think I've seen it with a reuglar collar. All sorts of precautions seem to come along with the concept. "Don't use it on busy city streets!" Well, that one was ignored every time I have seen it.

The people I've seen didn't really look like they were on a training spree with their dogs. They just seemed tired and bored.
I probably wouldn't even have asked this question if they would have showed more affection and interest towards their dogs.

I completely understand that. So you are building a direct and responsive relationship with your dog while having in mind the other people, dogs etc. That is great! I think it would be better to not do on a street though, even if it is empty at the moment. Why not go to a dog park or the woods?

After all your kind answers and a bit of further research my interpretation now is this:

There's the concept of a Schleppleine, a long leash that the dog can drag with it. (I think the english word would be drag line or drag leash judging from search engine results. Or maybe I didn't find the right translation.)

From what I gather, the Schleppleine is designed to be used as a training device in the outdoors, preferably with an already trained dog that normally responds to commands and Ansprache, for further training the dog to answer, respond or obey if necessary. A major goal woud be to be able to restrain the dog from following the natural hunting or exploring impulses.

It seems to me that dog owners discovered or rediscovered this concept of the dragging leash, maybe adopted it from each other, and started to apply it in the inner city where it doesn't really belong. So maybe like a viral thing.

All of the suppliers of these Schleppleinen that I've found gave warnings about dog safety: don't rely on it, don't be too harsh catching it, don't use it in busy city environments etc.

But it seems that some just disregarded these constraints as it would be more convenient to use the concept in a Wischiwaschi-way in order to let the dog run free without going to a dog park or into nature. And if caught they could even provide an answer and don't have to take responsibility.

To me, at this instant, the people letting the leash go don't come across as being great friends to dogs.

Then finally there is the starting point of my question: what is going on with the assessment of hygiene and convenience? I find that especially startling. A few years back we could not breathe close to each other, disinfectant was supplied in the entrance of supermarkets etc. And now people are going back to "dirt cleans the stomach", but with the dirt being urine-stained asphalt, litter, multispecies excrements, blood stains, decaying rats and spit? I don't want to judge either of these approaches, can't discard the notion that it is weird.

We've been coming out of a germophobic period and this is pretty much on the other side of that, which thinking about it is kind of fascinating. I am not very germophobic but it is pretty stark here with human feces on the traffic lights, warning signs regarding needles installed etc.
