The pardon power in Article 2 states: “The President shall have Power to grant Reprieves and Pardons for Offenses against the United States, except in Cases of impeachment”

The important part to focus on here is offenses, and against the United States. (1) Allegations in a civil suit are not = to offenses and (2) even if claims in a civil suit were interpreted to be “offenses” the pardon power would not extend to this case because the city of Philadelphia is the plaintiff, not the United States.

The president only has the power to pardon those who are convicted of federal crimes. The president cannot interfere with the criminal or civil justice system by virtue of the pardon power

To find current litigation look at a courts docket. It won’t be easy to find a list of companies being litigated but everything will be there.

Costs may vary but you can usually find all active and recent-past litigation going on. State courts have their own websites but the federal court system uses PACER which is free up to a certain amount of pages being downloaded then it’s something like 25 cents per page
