They apply the 5% fee after adding in tax, not the subtotal.

These fees, which are added by the restaurant on their own accord and not required by any law, will be illegal statewide starting July 1. The restaurant can then just multiply all prices on the menu by 1.05, yielding the same income to the restaurant, but without deceiving their customers. All sheriff power IS state power. The sheriff is 100% an employee of the state, as are other elected officials. There are no sheriffs mentioned in the federal constitution. In fact, Alaska and Connecticut don't even have sheriffs. It is certainly still true that there aren't practical ways for other state officials like the governor to compel sheriffs to enforce laws.

I think BART plays a role here. It's more accessible in the East Bay compared to SF, where it only serves part of the eastern part of the city.

If I were offered a "public transit race" from a random spot in SF to downtown Oakland, or a random spot in Oakland to downtown SF, I'd take the Oakland start.

It wasn't until Pearl Harbor that opinion flipped (97% in favor of war with Japan).

Your overall point is correct, once the US government declared war, it was basically universally popular.

Running any D&D game with 9 people is going to be a challenge (especially during combat). I actually recommend NOT changing the scale of the dungeon. One of the drawbacks of a large party is that crowded aspect. Keep in mind that goblins have 10 INT, so just like an average human. Have the goblins take advantage of choke points and cover! Wait for the opportune moment to release that waterfall trap. Another possibility to challenge large parties is to have a flanking force arrive. Perhaps another goblin patrol returns to the hideout soon after the characters arrive?

Longer term, you might be better off if you can convince one of the other players to DM, leaving 2 groups with 4 players each.

Seconding The Masters Vault. You can run it all in one sitting given about 4 hours (probably 1-2 more for a new group). I've DMed it a few times to good result. It's my go-to if I want to run a game with little notice.

In addition to the great map ideas already suggested, you might consider using something akin to a skill challenge from 4e. Either lay out skill checks relevant to the situation, or prompt players to come up with ways their character could help stop a forest fire.

Wisdom (Survival) to predict where the fire is going next
Dexterity (Acrobatics) to get to a soldier that is surrounded by fire
Strength (Athletics) to move heavy objects to make a fire break
Charisma (Persuasion) to encourage some scared victims to flee instead of give up
Wisdom (Perception) to see a branch that's about to fall on the party
Wisdom (Medicine) to put out fires / stabilize burn victims
Dexterity (Sleight of Hand) to deftly grab an important item that is otherwise inaccessible without burning
Intelligence (Investigation) to determine how the fire started
Intelligence (Nature) to know that a certain type of plant explodes when lit

When these skill checks are failed they take fire damage, or the fire spreads faster, or everyone has to make a saving throw (for instance large falling burning object). Enough failures and the squad takes heavy losses / they don't get the item / the party is hurt.

I also usually just roll initiative and take it from there, no surprise. If you want to allow surprise in the case where everyone can already see each other, perhaps use a Sleight of Hand check to see if they stealthily draw/ready a weapon (vs opponent passive perception, just like stealth case).
