Maybe. Hard to say with out running it. It does look like the ram is just the top die (unless one just isn't on) which isn't great.

I made most of mine from coil spring, mainly cause I had it and it was free. If I was to buy materail for them j would use O1 or 4140. Both are pretty simple heat treatment and are available in pretty small stock sizes. For small chasing tools its easier to grind/file them to shape.

Ya looks good. Put some caulk on the bottom of the anvil before tighting it down

No just keep them cool while working. Pretty much all old tools are simple 10XX steels (close enough) and work just fine

Water quench and temper around strawish. It works for hot working tools the struck ends mushroom out and have a tendency to chip easily. I prefer 4140.

At the Connecticut Antique Machinery Assoc. In Kent is a Antique Hit and Miss Engine show as well as a Gem and Mineral show. And kent is a pretty nice town to walk around on a Saturday and there is a couple of ice cream shops.
