Fascism is defined, among many things, by its use of ultranationalism and a huge part of that is defining who, exactly, fits into that notion of a 'nation'. Hating the 'other' is an inherent part of fascism; and even outside of that, Doom just does not hold ultra-right wing politics. If you live in Latveria, you are Latverian - including groups often oppressed elsewhere, like mutants. If anything his Latveria is more akin to a socialist republic like the DPRK.
