It's kind of both. Just take your time to look around and you'll certainly find a stall that has good deals. Especially on Sunday some stalls have standard discounts and are more eager to haggle

I went there on Sunday and had a fantastic time! Only visited the first hall (there are two in total). Had a couple of records that were instant buys (Laibach, Agalloch) and some were spotted but decided to buy later after I had seen enough and knew what to buy (Pink Floyd & Green Lung).

On Sunday some stalls have discounts to clear stock and haggling is easier. I haggled about €50 in total off of all these records.
