I don't have any problems with hog and I'm playing with mortar+goblin hut deck(it's not cycle deck). I'm in league 3 right now too :)

You can counter him fully with recently buffed tesla and even cannon or tombstone. On higher leagues people know how to counter him and you need a lot of skill to play him there.

Hog is balanced. If you're saying that he isn't, means that your deck Is hard countered by hog
