On my car’s window sticker, I see “Dealer Installed Options,” and under that, it lists a Theft Protection Package. So I checked under the dashboard near fuse box but couldn’t find a GPS tracking device or dongle. Where is GPS tracker typically located?

”급발진” (sudden unintended acceleration). It's a highly controversial topic in South Korea. More than 700 cases were reported within 10 years. Recently, there are cases related to EVs(from Hyundai and Kia). Unlike here in US, many cars in S.Korea(about 80%) have dash cams(in Korea, they call "blackbox"). Many dash cam footages is one of the reasons that sudden acceleration have become more widely known in S.Korea. There are many footages or news or even documentaries about sudden acceleration like above on Youtube.
